I have run Malwarebytes (and others) in Safe Mode with the same results. Also if you know of any free program that would help better than those programs with this problem please feel free to substitute that program instead. I started GMER, but got the Windows blue screen of death while the scan was running.I should also note here that my brother reports no access to previous system restore points.I I've hit refresh a couple of dozen times and I keep getting the "Internet Explorer cannot display the webpage" message.
