It keeps saying a "newer version is already installed". You can also run your anti malware anti virus in safe mode (best way). And hopefully, this process has resolved (or at least altered) whatever problem it was that caused you to want to reinstall Internet Explorer in the first place. Be sure though to uncheck/disable the automatic update.
